The fragmentation of IT hardware procurement creates unnecessary challenges and costs across the public sector.

Join the Crown Commercial Service (CCS) Gov Spec end user device (EUD) aggregation 2026 to improve how the public sector buys commodity hardware, focusing on laptops.

This aggregation will support laptops aligned with the first iteration of ‘Gov Spec’, produced by the Government Digital Service (GDS). Gov Spec is a persona-led range of laptop specifications covering the majority of public sector needs. By standardising around a common range of requirements, CCS can foster opportunities to leverage economies of scale across government, supporting good practice, compliance and improving value for the taxpayer.

By consolidating the IT hardware requirements from multiple organisations, CCS unlock significant opportunities for harmonisation and procurement efficiencies. This is more than a purchase; it’s a strategic move to leverage collective buying power.

What can be bought?

This end user device procurement can include all IT hardware and associated services and include laptops, desktops, monitors, mobile, tablets and peripherals.

For laptop requirements, you will have the opportunity to review Gov Spec and align your needs. By choosing GovSpec, you help government departments work together more effectively by buying to consistent standards.

This opportunity is designed to support both short-term needs (spot buys) and longer-term requirements, with a contract term of up to 2 years for those requiring extended roll-out or a storage solution.

This aggregation is available to all public and third sector organisations. If your organisation procures IT hardware, this opportunity is designed for you.

Who can benefit?

This aggregation will be designed to secure benefits to all public sector organisations (including government departments, local authorities and healthcare services) irrespective of size or scale.

CCS is working with large organisations to drive Gov Spec development and uptake, helping to drive efficiency opportunities for the public sector and the wider EUD market. This will make it easier for potential benefits to be accessed from the start of the EUD aggregation.
