Ten trusts and one integrated care board had still not provided financially compliant plans for 2026-27 by the end of the first quarter, according to NHS England’s latest data reports HSJ.

The official figures, published last week, show 11 organisations were forecasting a collective deficit of £425m, for which they will receive no deficit support funding.

However, two trusts have since told HSJ they have now agreed financially compliant plans. Wirral University Teaching Hospital Foundation Trust says its plan has now been agreed and North Cheshire and Mersey FT’s is awaiting sign-off.

Deficits for the other organisations range from £15m for Harrogate and District Foundation Trust to £79m for Mid and South Essex FT, which was £30m off its deficit plan limit. All four acute trusts in Humber and North Yorkshire Integrated Care System are currently non-compliant.

Other trusts that had not agreed to target deficits at quarter one include Hull University Teaching Hospitals Trust, Northern Lincolnshire and Goole FT, and York and Scarborough Teaching Hospitals FT.

Kettering General Hospital FT had set a deficit plan that was £20m larger than its target. Northampton General Hospital Trust and Barking, Havering and Redbridge University Hospitals Trust also had non-compliant financial plans, while Kent and Medway was the only ICB in the same situation.
